Countering Scams Across the Digital Ecosystem
Digital Platform Responses and Best Practices in ASEAN
How can ASEAN strengthen its collective response to increasingly sophisticated scams?
Scams are an increasingly complex challenge across the region, with operations spanning multiple digital platforms, telecommunications channels, and financial systems. While digital platforms have invested significantly in measures to detect and disrupt scams, the cross-channel nature of scam activity means that no single actor has complete visibility or can address the challenge alone.
This report examines the measures deployed by digital platforms to prevent, detect, and disrupt scams, alongside the operational challenges and opportunities for stronger ecosystem-wide collaboration. It highlights existing industry practices and identifies policy priorities to strengthen information-sharing, coordination, regulatory implementation, and institutional capacity, supporting a more effective and collective approach to scam prevention across ASEAN.

Countering Scams Across
the Digital Ecosystem
Digital platforms are deploying increasingly sophisticated tools and safeguards to protect users from scams. Yet scam operations rarely remain within a single service, often moving across platforms, telecommunications channels, and financial systems. This creates a fundamental challenge for scam prevention: individual actors can only detect and disrupt the parts of an operation visible within their own systems.
Drawing on existing industry practices and developments across the region, this paper examines the measures digital platforms are deploying to prevent, detect, and disrupt scams, the operational and structural challenges that limit their effectiveness, and opportunities for stronger collaboration across the digital ecosystem. It identifies key policy priorities to strengthen information-sharing, coordination, regulatory implementation, and institutional capacity in support of a more effective regional response to scams.

Why It Matters
Stopping scams takes an ecosystem
Prevent malicious actors from gaining a foothold

Detect suspicious activity and emerging threats
Protect users during interactions

Disrupt scam activity when it is identified
But scams rarely stay within a single service or sector. They move across platforms, networks, financial systems and borders, often exploiting the gaps between them. That means the response needs to be just as connected.
Building a stronger collective response
The report identifies four areas where greater collective action can make a difference:
_e.png)
Share intelligence more effectively: Strengthen trusted mechanisms for sharing scam signals and threat intelligence across organisations and borders.
Build clear, proportionate frameworks: Develop risk-based approaches that provide clarity on responsibilities while recognising differences across services and sectors.
Strengthen cross-sector coordination: Create clearer channels for governments, law enforcement, financial institutions, telecommunications providers and digital services to coordinate and act quickly.

Build resilience across the ecosystem: Invest in public awareness, digital literacy and institutional capacity so that users and frontline organisations are better equipped to recognise and respond to evolving threats.
